摘  要:中国加入WTO以后,中国经济快速发展,这为房地产开发企业提供了良好的发展机遇,但房地产开发企业同时也面临着更多挑战。国内房地产市场竞争日趋激烈的同时,在温总理亲自主持的国务院会议上公布了有针对性的六条措施,中央也出台了一系列政策以控制房价,遏制部分城市房价过快上涨规范房地产市场。因此房地产企业必须规范自己的开发行为,以适应市场千变万化的需求,特别是严格控制项目的开发成本,从中取得合理合法的利润,有效控制房价,同时抑制房地产经济泡沫。由此看来,房地产开发项目的成本控制工作就成为房地产企业经营管理工作的重点,只有有效控制开发项目的成本,企业才能有长远的发展。
论文以房地产开发的成本控制为研究对象,以房地产项目开发过程为线索,经过收集大量的项目成本控制资料,对房地产开发项目成本构成要素进行分析、研究,对成本控制的关键环节的成本构成、影响因素进行深入分析,研究房地产开发各阶段的成本控制方法及其重难点。

The Cost Control of Real Estate Development
Abstract:Since China joined WTO, the Chinese economy has developed rapidly, it has provided the real estate with not only a good development opportunity,but also more challenges for them. When the competition of the domestic real estate market become increasingly intense, at the State Department which was hold by premier Wen announced 6 measures aim at the real estate. At the same time the center also came out with some measures to control the high price of houses and the increasing of the price. The most important is to keep down some cities’ house price. So the real estate undertakings have to normalize their actions adapting to the myriads of changes form the marketing. Especially to control the cost of the tap and gain the legal profit,straining the economy bubble. Therefore the control of the cost is the most important within the managing, only with the effective control that the company will have a good future. 
Papers seemed the cost as a study object, the process as a clue, by collecting lots of information analysis the constitution of the cost and the key objects.
